There are only two versions of San Andreas PS2 for all regions.
It runs at 25fps, so the frame rate may be more consistent, I'm not sure though. It still runs at a higher resolution than the NTSC version though. The PAL version runs at 576i 50Hz, however, the PS2 cannot render a full-screen 576i picture, so there are small black borders at the top and bottom of the screen, making the picture slightly squashed. It runs at 30fps but has frequent frame drops. The NTSC version fills the screen at 480i 60Hz.
